Should I make this bullying experience affect my military career?

While I cannot speak for the Navy, I would assume that they are not so broke that they are still in the 1800s. A soldier does not have the right to touch another soldier in the ways you describe. IF they do, no matter the rank, they are wrong. You still have your chain of command and your normal legal channels.
